A big controversy is brewing about this incident with people trying to determine if the police officer over reacted and used unnecessary methods or was he simply reacting due to being pushed first by the two different women.

The two women ( age 19 and age 17 ) were being instructed, with their two other friends, to approach the officer as he was wanting to speak to them regarding them jaywalking.
